I'd say they are prostitutes, the only thing that is being haggled over is their price. Of course since prostitution is the oldest 'profession' and politics is the second, they are closely akin - probably so much so as to be indistinguishable.
The prostitutes I've encountered in my life are more honorable than any politician. They work for their money and don't try to pretend their profession is above the law.
