Green Energy, Magnifying Glasses and Birds

I'm betting Jeffrey Dahmer started with a magnifying glass; spending hours using the intense focused sunlight to burn insects and torture small animals. The Obama Administration has him beat.

After all, it's only birds, unlike the very important smelt that is more important than humans.
